ONLINE SEMINAR
213On 19-20 September 2024,
teachers of the Turkmen State Institute of Culture took part in the online
format in the seminar ‘Strategies for Higher Education Institutions:
Achievements in QS and THE International Rankings / Discovering Success:
Navigating QS and THE Rankings for Higher Education Institutions’, organised by
the Ministry of Higher Education, Science and Innovation of the Republic of
Uzbekistan together with the Erasmus+ National Office in Uzbekistan and
Tashkent State University of Uzbek Language and Literature named after Alisher
Navoi.
The main objective of the
event was to provide practical support to higher education institutions of
Uzbekistan in bringing quality indicators in line with international standards.
The seminar was attended by Deputy Minister of Higher Education, Science and
Innovation of the Republic of Uzbekistan Shokhrukh Daliev, Head of Erasmus+
National Office in Uzbekistan Aziza Abdurakhmanova, as well as Head of
International Cooperation and Ratings Department of the Ministry of Higher
Education, Science and Innovation Diyor Umarov, who made welcoming speeches.
The keynote speaker and expert of the seminar was Professor Ellen Hazelkorn,
who gave a lecture for representatives of local universities on the concept of international university rankings and their importance,
as well as on quality criteria in the higher education system. In the practical
phase, the professor presented the existing rating systems (with a focus on
THE, QS and ARWU), explaining their criteria, methodologies, advantages and
disadvantages. During the two days of the seminar, Ellen Hazelkorn, an
international expert, education consultant at BH Associates, Professor Emeritus
at the University of Dublin, co-editor of the Higher Education Policy Review,
member of the Higher Education Advisory Group (HESS) of the European Union and
member of the Strategic Advisory Committee of the European Association of
Higher Education Institutions, gave recommendations on the use of rankings as a
strategic tool to improve the quality and efficiency of higher education
institutions in Uzbekistan. Also at the seminar, representatives of Uzbek HEIs
that have taken honourable places in international rankings shared their
experience.
This seminar was
useful for Turkmen universities, as in accordance with the education policy of
the Honourable President of Turkmenistan Serdar Berdimuhamedov, Turkmen
universities are faced with the task of training highly qualified personnel and
inclusion of Turkmen universities in international university rankings.
